Minutes of Meeting May 07, 2014

The monthly meeting of the Town of Newbury Board of Fire Engineers was called to order by Chief William Pearson at 19:07 hours at the Byfield Station with the following members present:  William Pearson, Douglas Janvrin, Jr., Wallace Ziehler, Robert Dash, Justin Webb, Terrence Martin and Douglas Packer.

Motion made by Wallace Ziehler and 2nd by Robert Dash to accept the minutes from April 22, 2014 as read.  Motion passed with Douglas Packer abstaining due to him not being present at that meeting.

This being the May meeting, the Board of Fire Engineers was reorganized as follows:

William Pearson was nominated for the position of Fire Chief by Douglas Janvrin, Jr. and 2nd by Robert Dash.  Mr. Pearson was elected unanimously.

Douglas Janvrin, Jr. was nominated for the position of Deputy Chief by Wallace Ziehler and 2nd by Robert Dash.  Mr. Janvrin was elected unanimously.

Wallace Ziehler was nominated for the position of Deputy Chief by Terrence Martin and 2nd by Douglas Janvrin, Jr.   Mr. Ziehler was elected unanimously.

Douglas Janvrin, Jr. was nominated for the position of clerk by Wallace Ziehler and 2nd by Robert Dash.  Mr. Janvrin was elected unanimously.

Chief Pearson appointed Robert Dash, Timothy Wareham, Terrence Martin, Nate Walker and Justin Webb to the position of Captain.  Douglas Packer will be a member of the Board but will not hold any Firefighting rank.

Chief Pearson states that he and Firefighter Walton have signed off on a three (3) family house on Newman Road.  The Chief states that there will be no sprinkler system required due to the lack of municipal water.  

Deputy Janvrin spoke of the radio alarm systems now installed at the State Police Barracks and the Caldwell Farm Clubhouse.

Deputy Ziehler discussed the CO alarms in the rest stations at the refuge.  The Deputy states that there is also a fire alarm in the utility room and feels that there should be some type of notification system to the Fire Department and accessibility to these rooms on off hours.  Douglas Packer will inquire about obtaining keys.

Chief Pearson discussed solar panel installations on roofs.  The Chief states that the Fire Department is requiring four (4) feet of clearance around the panels.

Chief Pearson states that he has contacted Newburyport Water regarding the broken hydrant in front of 113 High Road by Hay Street.  The Chief states that the Water Department will inspect the hydrant and make the necessary repairs.

Chief Pearson states that the recent drill on Knobb Hill went very well.

Deputy Janvrin states that the requested job descriptions for full-time and call firefighters has been sent to the Town.  

Chief Pearson states that the Board of Fire Engineers will start sending any new full-time or call personnel to the Occupational Health Department at the Amesbury Health Center for physicals prior to making them active firefighters.  This is to comply with the rule in the Newbury Personnel Handbook.  Douglas Packer discussed the possibility of a revolving account to pay for physicals.  Deputy Ziehler also suggested fit testing be a part of the process.

Chief Pearson spoke about crowd managers for liquor licenses.  Events in a building with liquor being served with over 99 people require one crowd manager and two (2) crowd managers for over 250 people.  Deputy Ziehler and Linda Allen have both agreed to have the crowd managers present for functions at their respective facilities.  

Chief Pearson reminds officers to be sure that their Stations are covered if tied up at on an incident.  

Chief Pearson explained the process of licenses, registrations and permits for fuel storage tanks.

An inspection at 11 High Road was discussed. Unsafe conditions exist at this residence.

Douglas Packer spoke of welding permits.  Chief Pearson explained the current permit, fees and detail process.

Chief Pearson spoke about the upcoming Town Meeting warrant.

Deputy Ziehler discussed the possibility of commercial driver training from MIIA being made available to Town employees.  Douglas Packer will inquire with T.A. Blais.

The upcoming drill in Boxford was discussed.

There will be a drafting drill at the Town Boat Ramp on the 4th Monday of the month at 6:30 pm.  

Motion made by Wallace Ziehler and 2nd by Douglas Janvrin, Jr. to adjourn at 20:52 hours.  Meeting adjourned.
